            Failed? Sure, the benefits system has its problems, but if it had really failed there'd be people starving all over the place.

            Anyway, if Scottish MPs had any inclination to simplify and reform welfare and benefits for the benefit of their own constituents they'd start by phoning a chap called David Cameron who would like to do precisely that.

                      So they are going to replace all government IT systems in 18months including user training.
