The law actually makes that distinction as a juveniles are trialled in juvenile courts and the aim of their sentence is more rehabilitation than punishment.
It actually works with some young people which is why some they are given many chances, but you don't hear of those stories in the media. (I know a few people who were and parents pf people who were troubled teenagers.)
Unfortunately if some young people aren't actually taken to court and their small acts of violence against strangers or petty theft are ignored then they end up doing worse and when they get to be 18 they end up in an adult prison.
