In the same way that the Digital Economy Act doesn't - they will have to get the big ISPs to do it first, but mobiles and small ISPs won't have to do it on cost and feasibility grounds.
Anyone who can use a VPN or proxy server will be fine though.Comment

If they did that, then he's right to have slashed the CEOP budget by 10% because their job just got a whole lot easier. But, of course, he isn't - and trying to hype this up whilst at the same time cutting the budget is pretty shameful in my opinion.

We all know how easy it is to get round, but then phase 2 will be blocking VPNs or any other encrypted traffic - after all if you're hiding something you must be guilty of something.Will work inside IR35. Or for food.Comment
