            Not initially.

            In the same way that the Digital Economy Act doesn't - they will have to get the big ISPs to do it first, but mobiles and small ISPs won't have to do it on cost and feasibility grounds.

            Anyone who can use a VPN or proxy server will be fine though.

              Aren't mobile phone operators pretty big in the ISP world... Orange, Vodafone, O2 are hardly small fry!

                  It's in terms of suspected levels of infringement versus the cost of implementation, or it was with the DEA - and if they are exempt from that then why shouldn't they be exempt from this? (or conversely, if they are included in this, then why can't they be covered by the DEA?)

                  Yes. Google Chrome now includes an option to use Google servers as a proxy, or there are a number of apps which would do the same thing.

                    If they did that, then he's right to have slashed the CEOP budget by 10% because their job just got a whole lot easier. But, of course, he isn't - and trying to hype this up whilst at the same time cutting the budget is pretty shameful in my opinion.

                    But at least it's stopped people taking about Lynton Crosby for a while.

                      My TMobile phone blocks "adult" sites by default. I thought all the mobile operators were doing this? Or perhaps it's just because it's PAYG.

                      We all know how easy it is to get round, but then phase 2 will be blocking VPNs or any other encrypted traffic - after all if you're hiding something you must be guilty of something.
                      Will work inside IR35. Or for food.
