I see what you are saying, but surely it's common knowledge that prescription drugs are controlled for a reason? If you really are that stupid, should you be out on the street?

Generally they are not life-threatening though. anti-depression pills aren't at a normal dosage for example, whereas a similar number of over-the-counter pills could have been equally dangerous.

My main problem with this punishment however, is what does it actually achieve to imprison him for several years?

To me, the dodgy/punishable bit should be that he tried to cover it up, not that he did it in the first place.
