    Generally they are not life-threatening though. anti-depression pills aren't at a normal dosage for example, whereas a similar number of over-the-counter pills could have been equally dangerous.

    My main problem with this punishment however, is what does it actually achieve to imprison him for several years?

    To me, the dodgy/punishable bit should be that he tried to cover it up, not that he did it in the first place.

    Nope.

    Some drugs that use to be on prescription are now available over the counter.

    And some over the counter drugs i.e. paracetamol you can buy loads of in various medicines and take to much.
