Yes, they can. France is the prime example, where 90% of the muzz voted for Francois Hollande.

The biggest immigrant groups at the moment come from the EU.

1. They cannot vote in General Elections i.e. vote for an MP.
2. EEA which includes EU citizens have absolutely no reason to get a British passport due to freedom of movement.
3. They can vote in Local and European elections but I doubt many of them vote as most British people don't vote.
4. Eire is a special case.
