                Still sounds complicated. What stops you simply moving all the benefits money to your other, regular account, or simply taking it out as cash? You can't insist everything is bought by card because in thousands of villages, people still buy from a local shop or from grocers, or need to get a haircut, etc.

                A tough problem. I was thinking more along the lines of a pre-charged card rather than an actual bank-account, more like vouchers really. But even that is difficult because we do not live in a cashless society.

                  In 20 or 30 years half the population will probably have a universal benefit card like this, and one day perhaps everyone when there are essentially no jobs that aren't done better and cheaper by robots.

                  So whoever controls the cards determines what people can and can't buy, and knows everything they do buy.
