Jesus came to fulfill the law, not abolish it. But the council of Jerusalem ~AD50, said that gentiles do not have to keep the law - simply refrain from sexual immorality and consuming blood. Paul in his letters suggested the anger, murder, lying etc. were also not really on.
Tithing is mentioned only once in the NT, and that in not a particular positive context. Jesus said that it was fine that the pharisees were tithing even their smallest herbs, but they were neglecting important things, like mercy.
