I suspect that if you account for various freebies that a worker would have to pay for such as rent and council tax, and loads of smaller stuff like free school dinners, free prescriptions, etc then the taxable income needed to have £15,500 spare would be 25K plus. And I bet there are millions of workers with 2 kids living on less than that.
