Yes, flirting with someone and hinting to them that you are interested in shagging them when the opportunity presents itself will result in sexual harassment. Simple small talk about hair colur or nail polish near the water cooler, as you imply is what you advised, is not called flirting but normal office talk. I didnt bother with that pension thread because I lose interest in threads quite raplidly especially when a rabid dog wants to see my photograph.
