To avoid a crush outside the ground, where thousands of people were crowded against the gates, it was standard practice to open them and let them in to relieve the pressure.

It happened several times. Usually this resulted in an overcrowded but manageable part of the ground. On this occasion it seems that there were just too many people.

On this occasion it seemed that other pens were locked and restricted the flow of fans.

I guess they were just hoping to either source a ticket at the game from a tout, or possibly be allowed in without one.
In either event, I doubt that what transpired could have been foreseen. That part was a blunder on the part of the Police.
However what makes the whole thing reprehensible was the subsequent smearing of the fans' behaviour to try and cover this up and deflect away from the Police mistakes. All IMHO of course.

To rag a ticket , bunk in by steaming the turnstiles, or cause a riot so they open the gates and let youse in.
That would be a few hundred max, in my experience
The rest (19.5k, if we believe the figures) to soak up the atmosphere and hope to get a 'spare' or a ticket off a tout

Nope, just pointing out something I believe to be true. Never once said I was the one bullying. No, I just enjoyed seeing you all shake with fear when they started.
