Apparently zero hours "jobs" for permies are on the rise. How can IR35 define mutual obligation as a test of employment if "employees" have no guarantee of any work ?

Yup.
It's a neat trick.
They don't have to give you any hours (or money), but you have to be available at a moment's notice. -
