It might be "legal" in a sense that "tax evasion" can't be proved beyond reasonable doubt but "the scheme might not work" and he'll end up with lots of penalties which I sincerely hope will happen - so it won't be "illegal", but he'd (hopefully) will need to pay full whack of tax + fines on that money. -

Posts have been made to suggest that you dropped your job after the passport was granted then spent a long time getting state aid.
