If engineers take the risks to go to some flea infested third world country where the cost of human life is next to nothing, why should the british government keep tabs on them ? In this instance, the british government has done what they can, no negotiations with some pisspoor terrorist, use the opportunity to get rid of some kidnappers and if in the entire operation the hostages were rescued it was a bonus. You need to get in to the mind of Churchill to understand these complex topics.
