        They did something like this in Ireland years ago for those on long-term benefits and gave people menial tasks to do that not even the local council would bother with. It was a case of getting those locally to carry out the work, but it depends on the area.

                  When I was at college, that was the Youth Opportunity Scheme (I think).

                  It got lots of flak because it involved such things as counting lamp posts. I was working on a Playscheme during the summer holidays and we had one or two YOS people posted to us. They only turned up on the day their inspector came, then cleared off once they'd been checked up on.

                  However... since then I have met a bunch of people who got into IT because of the YOS, and had it explained to me by a Highways Engineer what they had the YOS kids doing when recording / auditing lamp post positions and serial numbers.

                  So, that's not such a bad idea.

                  And going straight from college to the scrap heap is hardly a great start to one's working life. Having the choice of finding work or undertaking socially-beneficial activities sounds like a good idea. However, it is a very socialist philosophy so I suppose many people on here would be opposed to it on principle.
