Possibly even this system could generate some contracting jobs to implement the database

        I have to agree. It needs to show willing and should kick in after 24 months or so.

                    It's a good idea if it targets unemployed school leavers, to get them into the habit of working.

                    Also, it should involve jobs that might not otherwise get done, like collecting rubbish off beaches and pruning canal tow paths. But the snag with all that is the expense of getting people to where the work needs doing, unless you accomodate them nearby in tents or something.
