If this is indeed true, it's nice to know that the most powerful people in the world are so ashamed of themselves that they don't want to suffer the embarrassment of having to meet the gaze of one of their servants

Still, given the source, it's probably nonsense. I would imagine Mandelson insists on looking them in the eyes so he can bend them to his will, despite the fact that they already have the job of doing what he asks

I have noticed that inconvenient truths disappear remarkably quickly. For example, a few years back a US psychologist seriously postulated that some successful leaders were so far off the scale of normality that it was correct to regard them as insane.
