It absolutley matters, he is an elected offical to head up a town with a budget and he doesn't know what powers he will have or what he can and can't do. It shows a basic failure of research on his part.
A turnout of 35% shows that the rest of the community did not care, but if he mucks around enough then people will.
Each candidate offered a set of proposals and the people chose the one they liked best. That is it, end of.I am not qualified to give the above advice!
