To sink, you need a force pushing the boat down through the water.
Force = Mass x Acceleration.

If the sea were in a void in the middle of a planet then it would be weightless but could still have an atmosphere to stop it boiling or freezing. The boat would be attracted to the centre by the sea's own weak gravity, but being a boat, would be less dense than water so would not sink.Comment
