You're ignoring Mormon sects where marriage to underage girls is common, but also, with parental consent underage marriage is feasible in just about every state. I somehow don't think marriage of a 13 year-old would be sanctioned in the UK.

Please read and as an example look at New Hampshire in particular :

New Hampshire: A female between the age of 13 and 17 years and a male between the age of 14 and 17 years can be married only with the permission of their parent (guardian) and a waiver. A female below the age of 13 and a male below the age of 14 are not allowed to marry under any conditions. If both parties are nonresidents of NH and are below the age of 18 they cannot be married in NH under any conditions.

If you read that website you will see that with parental consent, which is common, most of those ages of consent can be broken and there are many states that can allow less than 16 because of this.

As I said before, you are not comparing like with like, because in the UK children are not allowed under any circumstances to marry at under 16.
