              I thank you Sir for pointing out the point I was trying to express. At no point did I say the offence as stipulated in the Highway code was the above.

              And Diver, the clues in the URL : highways.gov.uk

                I would suggest those who believe "driving with undue care and attention" equates to not watching what one is doing go and sign up for remedial English immediately.

                      Correct me if I'm wrong, but in that sentence, care and attention are abstract nouns. Undue is modifying the noun by describing, identifying, or quantifying them (sound familar, it's called an adjective)
