Okay, here's why people commit crime:

Basically we as programs strive to do the best we can for ourselves, and to do this in the easiest way and by whatever means we feel we can get away with. As kids we learn what we can get away with, though some of us require regular top-ups or fine-tuning to the program than others later in life for various reasons.

A criminal is just picking a career solution that he feels benefits himself the most with the least amount of effort, just anyone else Easy innit?

I can't wait to see how long it takes the forgers (immigrant or not) to produce perfect ID Cards once they're introduced. That will be the instant proof needed to show how totally pointless they are.

Interestingly, the government refused to put anyone up for comment in response to the BBC report, but said "it proves the need for ID cards" which just goes to show how stupid they are.
