I'm not trying to say there's some genetic dna flaw that makes them more proportionate to commit crime, but I am saying that there is some social flaw that ends up involving 3 out of 4 young black males being registered on the DNA database. Not institutional racism.

Are you saying institutional racism does not exist? Plenty of respected studies have concluded that it does in certain institutions.

Perhaps a culture that does not value education? Absentee fathers? Could be many reasons, those 2 are as plausible as institutional racism.
Interestingly African children do much better at schoold than those from Caribbean backgrounds.

I'd say the Indian education system as a whole most probably doesn't get as much money as gets spent in London schooling. I know which system I think produces better educated children.

I have read a few articles by teachers who say that among Caribbean kids, being clever is not seen as "cool"

3. Parental permissive attitude
4. Gang culture
5. Lack of social skills
6. Tribal attitudes
7. Contempt for British laws
8. Cultural acceptance of drug use
9. A Willingness to freeload off the state
