There's nothing racist in pointing out statistics and coming to a conclusion due to those figures.

Black ethnicity make up 2.8% of the population yet made up 15.6% of the jail population in 2006. 12% of all criminal trials involved someone classed as 'black'.
I'm not trying to say there's some genetic dna flaw that makes them more proportionate to commit crime, but I am saying that there is some social flaw that ends up involving 3 out of 4 young black males being registered on the DNA database. Not institutional racism.
