The last gig I did had flexi-time in operation and that applied to me although I was on a daily rate. Turned up at 6am every morning and left between 5-6pm. Extra hours worked added up to paid days off.

I view this sort of thing as a give and take situation, I do my best to give a little more than I take.
Odds are this measure is being introduced because of one of 2 reasons:
1. People have been extracting the urine
2. An insecure and clueless manager has decided that bums on seats management makes him look like a decisive and effective manager rather than a complete tosser.
Repeated renewals is the net benefit of giving a little more than you take in my experience.Comment

I only got away with it because the boss who hired me was delighted with the work I was doing. It did help my case coming in so early that shortly after I started a major system failure happened before 7am when I was in the building (not instigated by me). OK, to complicate matters slightly I work @ End ClientA site, however my contract is with CompanyZ.
i.e End client pays CompanyZ for my services and then they pay me! Long winded I know ( outsourcing rubbish and all ).
So even though the "data" is the end clients ( in terms of security cards ) , I am not employed by them?? So would they not have to inform CompanyZ HR who have engaged my services of this situation?Comment
