Indeed.  It's only "worth" speeding if you are driving a significant distance, and/or can achieve significantly higher average speeds.  I'd guess, however, the most people caught aren't going very far at all.

I like driving fast when and where I want to drive fast.
I don't need a sign to tell me how slow to drive, I'll make that decision.
If I get caught for speeding I'll pay the fine and do the time, end of.
