BBC political editor Nick Robinson said he understood ministers had been aware for nine to 10 days.
Mr Darling is expected to outline the measures taken to protect those whose data has been lost.

"Since I came into this job in the summer, I've been shocked to discover that, everywhere I turn, I see the results of f***-ups, waste and idiotic legislation by the previous incumbent, and more effort spent trying to keep the problems hidden than to sort them out.
"Well, the golden legacy we inherited in 1997 is now in a handcart to hell and I'm not staying to sort it out. I'm off. And if the Right Honourable Members opposite have got any sense, they'd be off too."Comment
