Odd when the census and the DVLA disagree

However, it is Birmingham that has the most drivers penalised for motoring offences in any single postcode area.

A whopping 78,004 (6.9 per cent) motorists in the 'B' postcode have at least three points on their licences out of 1,135,341 who live there.

    https://www.birmingham.gov.uk/info/2...land%20(6.6%25).

According to the 2021 Population Census estimate there are 1,144,900 people living in Birmingham. This is an increase of 6.7% (71,900) compared with the 2011 Census. This is moderately higher than the rate seen in England (6.6%).
only 9000 people (0.7%)don't have a driving licence?

    Someone must notice these disparities?
Always forgive your enemies; nothing annoys them so much.

Census data is out of date as soon as it is collected due to the fact that people move.

How many people don't have their current address on their licence?

What is the difference between the "B postcode" as used in one part and "Birmingham" as used in the census?

Are the DVLA data based on the same date period as the census?
