My understanding is it is more complicated than that.

Seriously. Certainly in our area all they had to do was apply with details of how they would be covid compliant and it was approved. Took about a week from making the request. It was conditional on remaining compliant, advanced orders only, time slots booked etc. but otherwise that was it. Our local used twitter and facebook to advertise what was one, take orders and book collection times. Beer available in 2 pint cardboard carry outs or re-useable 4 pint plastic flagons. You paid a deposit for them but that was refunded on return or just swap them for new ones with the next order.

He only opened 12pm-4pm Thursday through Sunday and it wasn't the same business as a busy Friday or Saturday night but he was selling the same as a midweek evening session each day. Covered his standing costs and other bits not covered by furlough etc.
