Many years ago, my brother went to Goa, and saw children pulling used condoms out of raw sewage so they could be rinsed (in presumably dirty water) and resold. I'd like to see the public health slogan behind that. "Avoid AIDS, choose typhoid" was the best I could come up with at the time...
