I'd like to know how flexible are they to small scale companies?
yes.
They are quite flexible.
However, you will spend a LOT of time going round the houses with the tender process. For that reason I have almost always ended up not finishing the process.
The tender process tends to be the stumbling block always a complete pain and full of unnecessary crud relevant only to bugger companies. Unless your customer knows you they won't normally take a risk on you and government types are very conservative when it comes to choosing a supplier. I've done loads of work for mostly local government but only got that work through recommendation never via open tender even though I've put in numerous bids
