          Just to add, the exact wording is important, as it changes the meaning of the accusation made by TM:

            Yes. A very careful use of the word under.

            The fact is it was ACTIONED under a Tory Gov and it is totally ******* lame for this tulip government to constantly blame Labour for it's own mistakes.
