 It came from the Home Office, allegedly, knowing full well that nobody keeps those sort of records for any longer than they have to. I've got my last 2 expired passports, and financial statements going back to 2002 (too bloody lazy to chuck them in the shredder) but aside from that I'd be quite buggered. I think I'm on all the census thingies, but unless Hector has retained my tax records, I'd find it pretty hard to prove I ever existed.
