          The decision to destroy the landing slips was made by the UK Border Agency. This was an executive government department like the DVLA is, and so it had it's own management.

          The Chief Executive at the time it was founded in 2009 to January 2011 was Lin Homer. Whether Dame Homer referred the decision to destroy the landing slips upwards to the Home Office ministers isn't know.

          With both parties claiming they aren't responsible indicates it either wasn't referred upwards to ministers, or both parties are lying.

          The reason I say both parties are lying as one would have made the decision, and it should have been recorded somewhere so the other could have stopped it.

            But this is all deflection by the PM. Destroying the landing slips did not mean the people would be deported.
            The decision to deport was made a long time after 2009. A long time after Labour were last in power.

                So Rudd blamed the civil servants and they have turned around and said it the ministers' fault - linky

                While ministers collectively scratch their heads over the Windrush scandal and how we got here, the only thing that’s surprising is that they are surprised at all.

                When the home secretary, Amber Rudd, finally came to Parliament on 16 April to address the issue, she said her department had “become too concerned with policy and strategy and lost sight of the individual”. The Home Office is not a sentient being, so this was implicitly a criticism of her staff. If she’s serious about understanding why this might be the case, she would do better to consider the political strategy and rhetoric adopted by her government over many years, rather than suggesting it is individual civil servants who have lost their focus.

                      Implement processes to improve efficiency - tick

                      Forget that you were actually dealing with human beings and make a tw@ of yourself and then realise the reason the processes you put in in the point above did not exist for that reason - tick
