They came out with a finger in the air figure, which has no legal basis and is just to shore up their strained coffers before the whole thing implodes. These bailouts don't come cheap.
As David Davis said (can't find the link) but it goes along the lines of, "There's no legal justification for £100 Billion, and we have very good lawyers. We'll pay what we legally and morally owe."
