Some Original thinkers on here will say that is perfectly reasonable - build 10,000 homes, sell them and have them left vacant. Nothing wrong with that, it's just economics. If you can't afford to buy and can't find somewhere to rent, then you should move elsewhere, find a property and a job etc.
But the property market is lucrative, so it cannot be touched, and if people are poor, well they don't deserve any help.
