They reduce spray to vehicles behind, which is a good thing, but since it helps others and not the owner of the car they are fitted to, then not really worth it (to some).
If you have an estate car they can reduce spray/dirt on the rear window, which is nice.

I guess some still do, but I reckon better diets for pooches may be part of the answer.

People stopped using them because they didn't like stewed tea and cleaning them out. So they tried to sell them at car boot sales or chucked them.

They are not a legal requirement so the manufacturers cut them to save costs.

Personally I get them added as they do reduce spray for cars behind & your rear visibility
