Insofar as the economics of charging has reduced demand, maybe. There are of course many other factors to consider.
But forget that I'm curious to know what you think the issue is with GPs?

Even you must understand how patient records are stored in the NHS.
I generally use private GPs anyway, but if you get old and have chronic diseases the private GP wount have access to your history.
So, what exactly is wrong with you?

You could of course do SAR on their behalf.

How do I access my medical records (health records)? - Health questions - NHS Choices
It looks like you would end up with 2 sets of records.
Is it not beyond the wit of man that all your records could be in the cloud to be accessed by anyone you gave permission to?

But it does look like that slowly but surely we are having privatisation by the back door.
It's the only way I suppose.

Indeed its a less than Ideal solution. You would think major suppliers could negotiate with the NHS to have access with permission & for a fee. Its also in the NHS's interest to have up to date medical records if you present at A&E after a private appointment.
