Point is most of your customers are getting free prescriptions so won't pay the charge, its privatisation by the front door so I'm not keen. The most likely result is those that have to pay won't go to the Doctor so will make their situation more severe costing more to treat.
Maybe they could charge a missed appointment for everyone? Though as my local hospital likes sending out appointment letters after the appointment or deciding everyone has to queue at the front desk to register for arrival (something they fail to tell you). There would be lots of people charged unfairly.

I'm talking from experience and I've discussed this before, the pinch point in England is seeing your gatekeeper GP.
After that we can go private so it doesn't matter.
Currently in my practice it takes a month (!) to see a GP, so obviously something isn't right.

I wouldn't mind if there were private GPs you could transfer your records to, but there don't seem to be any who want to do that and take on relationships with patients, its more lucrative to just get the one offs.
In mY view the NHS has stopped being fit for purpose.
