            If as he says there is a fundamental shift towards self-employment then I guess some big shake-up is needed at some point. But I'd have thought those who have been self-employed for decades as tradesmen are a bigger target, than modern trends towards web-designers and so on.

                It isn't so much about whether it should or should not, it's that it was never codified. In examining this formally, they've decided that there shouldn't be a major tax advantage of flexible working, which is fine, but they need to implement it in a sensible way, and they show no indication of doing this.

                  I agree with the sentiment, people seem to forget the bottom line cost difference between hiring a permie and a contractor isn't that much, companies should expect to pay extra rather than it being reflected in tax savings to the contractor.
