Just to be clear, that's not a promise either - it's Gove "calling on the government to make a pledge".
Other things that were not promised by anyone:
Removing free movement of people
Leaving the Common Market
Stopping sending the EU billions of pounds every year
Anything at all that might happen after triggering Article 50
