                I think you'll find the Germans and the Yanks both beat us to it in terms of establishing the principles. The term Radar was actually coined by the Americans to begin with.

                The French, Dutch, Italians, Japanese and Russians all worked on "Radar" like systems independently in the lead up to WWII and had their own versions of it working by the end of the war.

                  It was the US that were the first to develop radar and Germany had functioning radar in the 1930's and used it from the beginning of the war.

                      Actually the Germans got the first patent on a magnetron system for generating radar pulses in 1938, the Allies took that and improved on it but no-one uses them anymore as the pulses it generates can fluctuate considerably and there are much better ways of doing it.
