    Don't they already perform checks:

The British government retains full control over its own border controls. Travellers who hold EU passports can’t cross the UK border without having their passport or identity checked, and the same applies for travellers from non-EU countries.

The UK can, and does, perform passport and identity checks at its borders and refuses entry to travellers who do not travel with valid identity documents even if they are from another EU member state.
Even though the UK is not a member of Schengen it does use SIS to perform these checks: DGs - Migration and Home Affairs - What we do - ...Schengen, Borders & Visas - Schengen Information System

The trouble is, is not enough staff:

Border security budget to fall by £2 million, Theresa May confirms

Brexit is having a wee in the middle of the room at a house party because nobody is talking to you, and then complaining about the smell.

We may have a need for 20 of the first and 4 of the second. We specify.

That's completely different to saying anyone with a certain number of points can enter.

I do not think they do perform checks on eastern EU workers

Well obviously they're not doing their job then...A plan B for you...farm out East Europeans to do the job of stopping other East Europeans coming in

If it's not points based system (like for non-EU citizens) and it's not current free for all for EU citizens, then how in your view the system should work?

Why PM is rejecting something and not giving her vision of how it would work? Especially strange given that she was in charge of Home Office and she should know all about points based systems that can work very well if one wants it to.

Enough points can and should only be awarded for those who Govt needs to enter, that's how it works in most countries.

Brexit: Ignoring Leave vote would be outrage MPs told

Backbenchers fiddling with young boys is outrageous. The electorate has been ignored a dozen times time and time again (tuition fees for example). The vote was advisory in any case no legal binding.

Who knows who is "best" anyway? Unless you are able to assess the entire skills markets it is not a judgement that anyone can make.

Well, it's May's job to know what's best and if she rejects something, clearly in favour of something at least better, but she is not saying what it is.
