It certainly appears as a COI to the EU. That's why they are embarrassed by it.
If you consider a main criticism of many is that the EU is a gravy train for those who work within it, it doesn't help when a former senior exec gets a juicy job advising a corporation with massive interest in the EU on how to get the most from it. Very similar to the criticism of Blair.Comment

Leaders can be corrupt at any level but the more removed they are from oversight by voters the more likely they are to get away with it. More likely with these leaders you have never heard of, who have been placed in power by others you have never heard of, than with your local MP.
