There are quite a few Polish, Hungarian, Serbian and Europeans in London whose parents aren't loaded and they are doing fine.

A language with 2500 speakers, concentrated in one community. That community decides, in a bid to ensure the continuation of the language, that the local nursery school will use only that language.
