Stuff that, she should be charged with wasting police time and whatever else can be pinned on her. The problem is that it needs to be done in such a way as to not put off genuine victims from coming forward.
Yep she should have got two years in jail for it. I've got a thing about this - like you said its an insult to genuine victims.
Similar sort of thing happened to someone I know. Totally innocent but if the woman says it must be true. He went through two years of hell, lost his job etc but then she owned up she'd made it up. Nothing happened to her. Its just plain wrong.
