Why not just use the freelancer website to get quotes?

State your budget and see what you get for it? Maybe offer 1% share in the company if they want to be cheap up front.

I've found great coders from Bulgaria & Romania for ~$15/hr... people who are pretty decent although need a bit more direction, very knowledgeable code monkeys but not necessarily suited to design the architecture themselves.
