Its not worth the hassle, even if you are 100% sure with empirical evidence (which the OP is not) the police won't do anything as its not worth their resources unless it was a whole street of cars that were targeted.
If you confront the nobhead what do you think will happen he will either fess up while apologising profusely and begging for your forgiveness and the opportunity to pay restitution for any and all damages. You will look a fool if you confront your neighbor without any proof. Plus if it is him then he wants you to react, probably add some drama to his life.
My suggestion would be to let all the pent up feelings go and smile when you see your neighbor. Get the car repaired and don't waste one more minute of your life letting your neighbor have any control over your feelings.
After a spat with a neighbor I installed a foscam wireless cam, to record the drive and the cars.
Don't get into a fight, first off you may lose and even if you win you will lose. Obviously, if he attacks you then defend yourself, preferably whilst being recorded by your new foscam camera.
