20,000 is such a tiny membership I don't see how they can afford to treat any members with contempt, mind you since most of those "members" just join for the insurance then I suppose they've never been held to account.

I agree - my question was curiosity (as very few seemed to be the traditional catchment), not a criticism. Were any members before the competition (and have many other non-finalists joined as a result of the exposure?)

Looking at the 15.org.uk page, IPSE is mentioned in terms of prizes. My understanding is that they ran the competition - is that the case, and if so, why isn't there more prominence?
